Unlike a car that consumes gasoline, your air conditioning system is a sealed, closed-loop system. The refrigerant (commonly referred to by the brand name Freon, though modern systems use Puron/R-410A) circulates endlessly, absorbing heat from inside your home and releasing it outside.
If your system is low on refrigerant, it means there is a leak somewhere in the coils or line set.
Think of it like a car tire. If a tire is flat, adding air is a temporary fix. Unless you remove the nail and patch the hole, the air will just leak out again.

If an older R-22 system develops a significant leak, it is almost always more cost-effective to replace the entire unit with a modern, efficient R-410A system rather than paying for costly repairs and expensive, obsolete refrigerant.
